Govt to present N-bill today, Oppn still adamant
New Delhi: The Civil Nuclear Liability Bill will be presented in Parliament on Wednesday. The Congress has issued whip to all its members to be present in Lok Sabha. Centre says it’s ready to drop the contentious clauses in a last ditch attempt to save it. But the Opposition is adamant that it would not support the bill unless the contentious clause that limits suppliers' liability is removed.
The BJP's core group to meet at LK Advani's residence at10 am, to chalk out strategy to score politically over government. Also to give the sense that the bill got more in built defence mechanism because of its own pressure.
Very little legislation has seen as much backroom negotiations as the liability Bill has. But the near consensus arrived at threatens to be undone by the inclusion of the word 'intent' in the supplier liability clause. RJD chief Lalu Yadav and Samajwadi Party chief Mulayam Singh will attempt to block Lok Sabha proceedings completely by accusing the government of doing back room deal with the BJP for nuclear deal.
The Left parties will move three amendments to make greater liability of suppliers.
The Government on Tuesday held a series of meetings with the BJP, the Left and the Samajwadi Party to prepare the ground for Wednesday when the bill will come up in the Lok Sabha.
“As you rightly said no supplier will agree to come if the clause is so stringent but we have agreed to this because of Bhopal. Yet we are being accused to diluting liability," said science and technology ministerPrithviraj Chavan.
Sources say the government will bring the bill with the 18 amendments as adopted by the Union Cabinet. The government’s chief negotiators have indicated to the BJP and the Left that if they chose to then they can move an amendment to drop the word intent from Clause 17- and that government will keep 'an open mind' to considering it'.
"The government has indicated to us that it could agree to dropping intent or rewording the supplier liability clause" said CPI MP D Raja.
The Government appears fairly confident that it could pull this legislation.
